I've never seen a permanent ability granted that wasn't a theme/transform, so I assumed they would be temporary and that permanent ones could be classified with the Theme/Transform abilities. But if Improvised Fireball isn't a transform, I'm fine with lumping it together with Volley of Arrows. As long as this stays a small category of oddball actions, why not. (Improvised Fireball sounds cool. I want it now.)
I also see more value to having more categories with more ways to subset and view things, than I am worried about having too many categories. It is hard work maintaining a strict list of mutually exclusive categories, rather than a looser set of overlapping tags.
I'm mostly focused on getting information into the wiki that wasn't there and that I had to figure out for myself while playing.

Heads up that there also are permanent abilities granted during an event (e.g., Improvised Fireball). Did you mean this to be Temporary abilities?

Are we subcategorizing too much? Do we have to spell out that something is a defense ability, or a transformation ability, or a pet ability, or a temporary ability, or a passive ability? If so, some of these pages are going to end up with very long Category lines, and people will lose sight of the forest for the trees.
