This doesn't seem to only target characters with the Lucky hook. I got this event on two separate playthroughs: in the first one, the target hero had Literary, Mysterious, and Curious. In the second, the hero had Wanderlust, Literary, & Dreamer. In both instances I also got the +2 Melee/Ranged Accuracy buff for saying "nothing."
