Missing theme upgrades?

Of the 14 damage-dealing transformations (ignoring Petrified and Merchant tails), 13 have a theme upgrade, 1 doesn't. Does this make playing that theme less practical, especially on higher difficulties?

No theme upgrade:

Abilities missing theme upgrade benefits?

Of the 13 themes offering a theme upgrade, 8 apply the upgrade benefit to all their damage-dealing abilities, 5 don't. Does this make choosing those particular theme upgrades less cost-efficient or practical, compared to themes that fully benefit from their upgrades? (There may be balance reasons why some abilities don't benefit from upgrades.)

Partial theme upgrades:

  • Beartouched (Swipes+ does more damage, Bear Hug+ doesn't)
  • Celestial (Shooting Star+ does more damage, Falling Stars doesn't)
  • Crowtouched (Crow Scratch+, and Scratch and Claw+ do more damage, Peck+ doesn't)
  • Wolftouched (Wolf Claw+, and Frenzy+ do more damage, Wolf Bite+ doesn't)

Here for completeness, but an upgraded shred attack might be considered too powerful:

  • Skeletal (Dagger Strike+ does more damage, Bitter Scratch+ doesn't shred more armor)

Range issues?

Skeletal's (left arm) Bitter Scratch has range 1.6, but its (right arm) Dagger Strike has range 1.1. Is there a reason why the right arm has a shorter reach than the left?
